Council for the Welfare of Children

The Council for the Welfare of Children is the focal inter-agency body of the Philippine Government for children. It is mandated to coordinate the implementation and enforcement of all laws; formulate, monitor and evaluate policies, programs and measures for children. Providing dynamic leadership in ensuring a child-friendly and child-sensitive society where every child fully enjoys his/her rights.

The Council for the Welfare of Children (CWC) conducted the Consultation-Dialogue on the current issues/concerns affecting Filipino Children on 21 July 2016 at the Marco Polo Hotel, Ortigas, Manila.

 

The event aimed at leveling-off of issues and concerns on children with the current government administration, specifically on: 1) Proposed bill on lowering the minimum age of criminal responsibility (MACR); 2) OPLAN RODY: “Rid the Streets of Drinkers and Youth,”; and 3) Campaign Against Illegal Drugs (Project Double Barrel): Project Tokhang or “katok”; and the neutralization of High Valued Target (HVT) and/or Low Valued Target.

 

Participants of the event were warmly welcomed by CWC Executive Director Patricia B. Luna and Deputy Executive Director Atty. Marijoy D. Segui. The consultation-dialogue was also attended by Usec. Camillo G. Gudmalin, Assistant Secretary of Visayas and Mindanao/Deputy Project Director for KALAHI-CIDSS of the Department of Social Welfare and Development; and Usec. Atty. Alberto Muyot, Undersecretary for Legal and Legislative Affairs of the Department of Education.

 

For the plenary presentations, Deputy Executive Director Segui gave a review on the related laws on children involved in MACR, Oplan RODY, and Project Double Barrel. Subsequently, Ms. Glenda Derla, Focal Person of RSCWC Specialist on Children and Youth in DSWD-NCR, presented the DSWD and RSCWC-NCR initiatives on the Oplan RODY campaign. In addition, Atty. Tricia Clare Oco, Executive Director of the Juvenile Justice Welfare Council (JJWC)-National Secretariat, discussed the JJWC updates on the lowering of the MACR. Meanwhile, Psupt. Herminio Suarez Tadeo Jr., Chief of Public Safety Division of the Philippine National Police, further discussed the campaign against illegal drugs a.k.a. “Project Double Barrel.”

 

During the workshop session, groups were formed to discuss the lowering of MACR, Oplan RODY and Project Double Barrel. The output of the consultation-dialogue shall be presented in the CWC Council Board meeting to come-up with specific measures and actions responding to national issues and concerns relating to children.

 

For the closing remarks, Undersecretary Alberto T. Muyot of the Department of Education took note of the rising need to develop new approaches in response to the said issues/concerns affecting children, specifically the MACR. He further claimed with deep concern that children should not be blamed for the commission of these crimes; as they are defenseless and exploited.
